Project Manager Update Alerts

Currently the Project Manager receives a 'task update notificaiton' in MS
Project when a task update has been submitted through PWA, and the PM opens
the project through MS Project.

Is there a way to receive a similar notification by the PM if anyone else
makes a change directly to the MS Project file other than the PM?

The easiest way to do this would be to create an event handler for the
OnSaved or OnPublished event that would send an email if the updating user
didn't match the project's owner (or some other field if you store this
information in a custom field).
