First of all, click Tools - Build Team from Enterprise. Make sure that
every resource is set to Committed. If not set them to Committed and then
you should be able to publish the project.
If the resources were already set to Committeted but the project still won't
publish, then this is one of the signs of probable project corruption. To
resolve the corruption you must save the project as an XML file and then
have the Project Server administrator delete it from the Project Server
system. You will then need to open the XML file and save it as an MPP file.
Lastly, you will need to use the Import Project Wizard (Tools - Enterprise
Options - Import Project to Enterprise) and re-import the MPP project back
into the Project Server database. If the project has associated Risks,
Issues, or Documents, ask your Project Server administrator to refer to the
following FAQ before deleting the project:

Hope this helps.
