You left out one very important piece of information in your post: Have you
changed the default Group/Category permissions in Project Server? By
default, members of the Project Managers can can only see, open, and edit
their own projects. Assuming you have not changed the default permissions
in Groups and Categories, you would need to do the following:

1. Create a custom Category that includes only this one project.
2. Create a custom Group and add the people who need to be able to see,
open, and edit the project.
3. In the custom Group, add the custom Category.
4. In the Permissions grid for the custom Category, select the Project and
Resource permissions for this Group.
5. In the Global Permissions grid, set the permissions for this Group.

Hope this helps.

Dale i understand but how i prevent that users in other groups with the
permission of see all projects not see this special project?

Well, now you not only failed to answer my first question ("Did you change
the default permissions for Groups and Categories?"), but you also describe
other Groups that have permissions to see all projects. What other Groups?
By default, only the Executives and Administrators groups have permissions
to see all projects? Without knowing what you have changed or how you have
changed it, you might try the following to hide this project:

1. Create a custom Category that includes only this one special project.
2. Create a custom Group and add the users who should NOT see this special
project.
3. Add the custom Category to the custom Group.
4. In the Permissions grid for the custom Category, set the Project
permissions to DENY.

Without knowing what you have changed or how you have changed it, the above
is only a "shot in the dark" at solving your problem. Hope this helps.

Dale, i didn't change the default groups.
I have 5 custom groups that can see all the projects. So i have to create a
category in this category deny the access to this project and assign this
category to the 5 groups?

Dale, i am missing something, i tought the way i write before was the only
way to do this... Which is the other ways?
I appreciate your help

The other way is the way I detailed in the previous post, which was to
create a custom Category and Group, and then add users to that Group. Hope
this helps.

But in the way you described, i still need to deny the access to this project
to the 5 groups that have permission over the projects right?

Yes. You do this by using the custom Category that includes only this
project. As we have now said multiple times together, you can add this
custom Category to a new custom Group, add users from the five Groups to
this Group, and set the Project permissions to Deny for this Category. Or
you can add this custom Category to each of the five Groups, and set the
Project permissions to Deny for this Category. Either way should work, but
without knowing precisely what you have done with the five custom Groups, I
absolutely will not guarantee the results. Why don't you try it by creating
the new custom Category and Group combination, add one user to the Group,
and then see if it blocks the project from view? And then let us know the
results.
