Project Plan should remain the same : How???

How do I solve this issue with MS Project. Here we don't
want the schedule of Project Plan to be changed even
if a resource adds time in the timesheet which may
exceed the actual hours that need to be worked. In other
words, if a project manager has posted a task to be
finished in 40 hours and the resource fills in 30 as
actual hours and fills in 30 more as remaining hours.
This means that he is extending his schedule. This
normally shows as an error which is okay. But what I need
to do in MS Project is, what constraints do I use (
fixed duration, fixed units or what ) so that the
schedule of the Project Plan remains as it is even though
the users/resources time outside their actuals.

Dave White

You have to baseline the plan and then enter the Actual Start and Actual
Finish. The Baseline will keep the original schedule and the actuals will
record the variances.

As I know ,if I use the standard project(Version) it is
difficult to Control the timesheet.But I know if you use
Project server 2002,if Project member success to track the
task,the task must be proved by PM ,and then it can be put
into the Project schedule.
as it say , Project members do not have the right to
change the task plan without PM's permission.
