Project Portfolio Server 2007 - cannot enter costs into project in

Hi
I am new at Portfolio Server and trying to enter projects into portfolio.
I
made new project, filled in Project Info, assigned Project Initiator,
Contributor and Manager, start/end dates, project ID, Class, then saved the
project.

Also under Financial management I entered 3 cost centers and made
assotiation with the portfolio.
Then created 4 items in Project Cost structure and established assotiation
with the portfolio.
So far so good. But under Budget Cost I see table with $ zeroes and cannot
enter numbers though at the upper left corner see Builder/Edit State.
What is missed? The User has all possible rights
