Project priority and resources

We have a proposal to utilize resource substitution to assign resources based
on project priority. We want to do this at project manager level but the
project manager can not see all affected projects or resources. I have 3
questions.
1. Can this be done without giving the PM enterprise authority?
2. Will there be a system impact if I have 10,000 resource in the pool and
4,000 projects?
3. Can anyone give me the ammunition to shoot this down?

1. If you really want to do this, you need to give your PM's the permission
to see all resources, but definitely not to see all projects. If you do not
give them permission to see \all resources, then the Resource Substitution
Wizard will substitute only the resources to which the PM has access. DO
NOT give your PM's access to all projects; otherwise you will allow a PM to
mess up the resource assignments in projects belonging to other PM's. You
don't want THAT to happen, do you?

2. I would say the process of opening a project and substituting resources
would be kind of slow in your environment, but I have no way to confirm
this, since my system does not have nearly as many projects and resources.

3. The Resource Substitution Wizard requires a great deal of background
setup in your use of custom enterprise Resource fields for matching and then
setting those values for each resource in the Enterprise Resource Pool.
Have you set up your system suffiiciently to actually use the RSW and have
it work correctly?
