Project Pro Cannot Validate Enterprise Resources

Good morning, all -

We've been having this problem for quite some time, and while the end-user
has posted requests for assistance, I decided that as the admin in charge of
"fixing" it, I should probably begin posting my own queries.

Here are the circumstances leading to our problem:

In ProjectPro 2003wSP1:
- Tools --> Enterprise Options --> Open Enterprise Resource Pool (shows
existing PES resources)
- Click "Open/Add" (shows blank table)
- Switch to custom view allowing input of additional fields (shows blank
table with more fields, including Windows username and a few custom fields)
- Fill out fields as needed, click "Save"; this returns the following
errors:

update failed because the target view either specifies WITH CHECK OPTION or
spans a view that specifies WITH CHECK OPTION and one or more row resulting
from the operation did not qualify under the CHECK OPTION constraint. [OK]

Project Server was unable to find the specified resource.
If the problem continues, contact your server administrator. [OK] (popup
appears twice)

Then we try the following:
- Click "Save" again and ProjPro enters the "Validate Enterprise Resource"
dialog
- Edit/verify all fields, but the "OK" button remains grayed-out.

To further complicate matters, if instead of using the "Validate Enterprise
Resource" dialog, I double-click the "Windows User Account" field in the
"Open/Add Enterprise Resource Pool" table, and attempt to find the user, I
am not able to do so - ProjPro returns an error:

Project could not retrieve the Windows User Account from the address book
for "Lastname Firstname Initial" Try the following: Check the spelling of
the user account for the resource; Check your network connection, and then
try again.

It seems that ProjPro is attempting to lookup a record against the AD, but
is failing. If there is no Outlook (Exchange) profile configured on the
server, the system will attempt to launch the Create Profile wizard from
Outlook, in what I assume is an attempt to contact a GAL. Is there a
Project Pro setting to define the directory to use for lookups?

All servers and machines involved are running latest versions of MDAC.
