I have one person setup with Team Member and Lead permissions. I have
another as a team member. Neither can open a project using Project Pro. I
guess Members can't? But what would prohibit the Lead from opening the
project...other Leads are fine. The Message is

The project server database is unavailable
You can access the database for the following reasons:
Problem with enterprise global template
Not sufficient permissions to access the enterprise global template
Network problems
Enterprise features are not enabled

Anyone have any ideas?

In the default installation, the Team Leader does not have the "Open Project
Template" permission (hence the error message "Not sufficient permissions to
access the enterprise global template"). In Microsoft's default scenario
after installation assumes that Team Leaders will not have Project
Professional. There's no reason that you have to stick with the defaults
though.
