Project Professional 2007 can't log into Project Server 2007.

I have created the Internet zone fro PWA web site, and use forms
authentication.
Default zone : http://proj:8080/pwa
Internet zone: http://proj:8081/pwa
Forms users now can log int to pwa from http://proj:8081/pwa in IE,
but when use Project Professional 2007 to login, I get the following
error:
Because the following error, Project can't connect to Project Server:
Client: one of the supplied parameters is invalid (ID=0x80070057)

When creating the Enterprise Account I use the following setttings:
User Name : lanxf ( It's a Forms user, it works well from IE.)
Project Server URL:http://fbprojsvr:8081/pwa
Choose "Use Forms Authentication users"¡£

When opening Project Professional 2007, I choose the configuration
file for this user, and enter username and password.

I am sorry for hiding some details.
1. My Project Server 2007(PS200) and Project Professional 2007(PP2007)
are both Chinese version.
2. The login name for Forms user who can't login using PP2007 is in
Chinese.

Then I do some test and find this:
1. If I use English Forms login names, then they can login from
PP2007.
2. If I use Chinese Forms login names, some can login, some can't,
such as "À¼Ð¡·æ" .

It seems this is a bug of Project Server 2007, because the Outlook add-
in can't work neither when using Chinese login names, and when I
change login names to English, everything works well.
