The Project/Project Server 2003 SDK has been posted:

The SDK contains some pretty cool stuff like a "solution starter" for
integration with Seibel and also one for BizTalk work flow integration.

You can also download just the PDS reference if you do not want all the
other stuff like sample code, etc.
