Project Publish fails when cost resources are used

Getting the publish failed error even though PjS is showing as completed
publish successfully. The error message indicates issue with
ProjectPublishSendNotificationMessage, however the notifications on the
server are working fine.

This is happening only for project plans where I am using cost resources. Is
this a bug? Is there a workaround?
