Project Publish Notifications Failed

I am using Project Server 2007. Whenever I publish my project from
Project Pro 07, the queue shows that Project Publish Notifications
failed but not blocking correlation.

The ULS logs show the following, but I am not sure what it means or
what to do to fix it:

Microsoft.Office.Project.Server.BusinessLayer.NotificationException:
GetResourceEmailLanguageId called for a resource that was not found in
MSP_RESOURCES

Any thoughts?

Hi Andrew,

Are you by chance using cost resources in your project? We had to drop the
use of cost resources due to their instability - the failure of publishing
notifications was one of the issues we ran into.

Nope, no cost resources. In fact, I've now noticed that sometimes
project publish notifications are success, sometimes they fail. This
behavior was noticed with the same project nine minutes apart. No
changes were made to the project between publishes.
