Project Renaming Utility - Cannot rename project

I am having problem in renaming the project name, it kept giving this error
message.
" An unexpected error has occurred on the server. Please contact your
administator".

We have followed all the instruction to setup this Project Renaming Utility.
The only place we haven't checked yet, it is the PERMISSION_ADMIN_ENTERPRISE
and PERMISSION_ENT_NEW_PROJECT. How do I check this?
