Project server 2003 will be available for the whole enterprise. how do I
ensure that finance can only see finance projects and IT can only see IT
projects?
I know I can assign the individual projects to a user, but how can I
assign access to a group of projects at one time short of having people save
their projects with some naming convention prefix like CIO_Computers.? I am
thinking that for each division, I will then create a consolidated project.
Am I on the right track?

This is the type of thing you accomplish using the Project Server security
matrix by manipulating groups, categories and the RBS. In the future, ask
your project server questions in microsoft.public.project.server
