Project Server 2003 error: XML document must have a top level elem

Hi,

In Project Server 2003 Project Web Access, I have configured my provisioning
Windows Sharepoint site to use English (UK) rather than the default English
(US), when I create a project based on the the English (UK) template, it
gives me this error:- Error occurred when creating site. Site does not seem
to exist. XML document must have a top level element. I found similar
articles on http://www.kbalertz.com/kb_884454.aspx saying the problem is
related to different locale, it requires to download Project Server
Multilingual User Interface, but it does not have English (UK) or other type
of English.

Please advice me how to solve this problem, thank you!
