Project Server 2003: How to set up cross-project risk management?

Is it possible to set up a global risk management system tied into the Risk
feature of MS Project Server 2003?
It appears the Risk system in MS Project 2003 is set up at the project
level. We'd like to use the same set up across all projects but keep risks
isokated at the project level.

The SharePoint technology is very extensible. There's very little you can't
do with a little time and expertise. Everything you need is in the database,
you need to program around your specific requirements.
