Project Server 2003 Install Rolls Back

I have attempted several times to install Project Server
2003 on the same server with SPS. Every time it runs, it
fails at the very end and performs a roll back. I have
tried using a domain admin account and a local admin
account as the instruction documents however with no
success. The only error that I find in the install log
file is below:

ConfigureIIS: Error 0x8004e00f: ...failed to
CreateApplication; hr=8004e00f
ConfigureIIS: Error 0x8004e00f: ...failed to create
application; hr=8004e00f
ConfigureIIS: Error 0x8004e00f: ...failed to do metabase
work: 8004e00f
Action ended 21:48:27: InstallFinalize. Return value 3.

Any help and suggestions would be greatly appreciated.

Yes, that is the installation document I have followed
several times. Except I still get this error. The only
difference I have noticed is I already have a separate
non-WSS website on this computer with a separate IP
address than the new one I'm trying to create. Could
that be caused my headaches? Thanks for the help.
