Project Server 2003 Installation error 80004005 on pjsessionmgr

Everytime I try to install MSProjSvr 2003 it rollsback. I find error in log
stating:
StartPrjServices: ...attempting to start PjSessionMgr
StartPrjServices: Failed to start services
StartPrjServices: Error x80004005 ...Failed to start PjSessionMgr
Action Ended 10:12.50 InstallFinalize. Return Value 3.

I am using Win2k3 std and installing WSS & ProjFrontEnd on one server
w/sqlserver for WSS and Proj on another server. (Enterprise option selected).
NTAuthority\LocalSystem assigned to run this failed service.
I followed all setup procedures in Installation Guide.

Got any ideas?

Could there be domain security policies preventing the local service from
running these applications?

It seemed the "Logon as a Service" group policy did not include "Local
Service" account. Got past that. Now the problem is:

Microsoft JScript runtime error '800a138f'
'this.oResMgr' is null or not an object
/ProjectServer/Library/LocalizedStrings.asp, line 44

when initially referencing projectserver via browser:
http://houwapp300/projectserver

I think it is permissions somewhere but hard to pin down.
