Project Server 2003 Proxy configuration

I have two problems that may be related to each other.
The first appears on the users home page in PWA under issus and risks. The
following message is displayed "There is a problem establishing a connection
with the Web server running Windows SharePoint Services. Contact your system
administrator."
After perusing sever news groups I relaunched the windows sharepoint
services configurator provided with the Project installation CD. I also
re-ran proxycfg.exe -d as we do not use any proxy servers in our environment
and restarted IIS Services.
Which brings us to the second problem. When I click "Save" on the "connect
to Sharepoint server" page, under the Admin section of the PWA site, I
recieve the following VBScript Message:
You have not specified the correct proxy settings through which Project
Server can connect to the remote Windows Sharepoint Services"

Can anyone assist with this existing issue.

One possible rootcause is the user Project Server used does not have admin
right
to connect Sharepoint Service.

The username can be found in PWA "Connect to Sharepoint Server" -> Step 2.

Use PSComplus in "your Project Server directory\Bin\1033" to reset the user.
