project Server 2003 SOAP 3.0 error

Project server ISAP cannot spool jobs to sync Project DB tables to View
Tables.

Event Log reports SOAP errors:

2. Soap error: One of the parameters supplied is invalid..
3. Soap error: XML Parser failed at linenumber 0, lineposition 0, reason
is: Access is denied.
4. Soap error: Loading of the WSDL file failed.

Software: Project Server 2003, Soap version 3.0

Do I need to re-install SOAP? or perhaps is the problem related to the
"Access is denied" somewhere. The installation has been running smoothly
before this started happening.

Any help would be greatly appreciated.
