Project Server 2003 Spooler error

I have been getting an error message on my spooler that i don't know what it is effecting nor do I know how to fix it.

Error message: Manager cannot create the resource account (0x8C040017).

The Administrator guide has a fix but the steps don't match what I have on my screen.

Any and all help is greatly appreciated

Tim:

The error indicates that you have local resources in your project plan but
your server is set to not allow account creation for these resources. If you
want to have local resources in your plan without creating accounts for
these people in Project Web Access, you should set the workgroup field in
the Resource Information Dialog to "none." If you want the local resources
to have PWA accounts, you need to have the administrator allow this.
