Project Server 2003: Task changes approval

Is there any way that somebody besides the manager of the project could
approve / reject task changes submitted by team members? There might be the
situation when project manager is unavailable for some time (being sick or on
vacation, for example). It would be helpful if any other project manager or
administrator could complete this task including publishing the changes to
the project plan.
