Project server 2003 timesheet Vs Project Plan Actuals

As a Project Server admin for couple of years, I always face the issue with
Actual Hrs difference with timesheet. I am having Manage Timesheet Periods in
my PWA. Sometimes in many plans I use to find that the actual hrs reported by
team member isn't properly updated into the plan.(all zeros hrs but i can see
timesheet has black hrs that means approved)I use to run Deleted Assignments
report but cant see the big difference.

In this case, I do the changes in tracking setting changes & make it to Non
Managed timesheet period & then do the republish of assignments with
"overwrite the actuals by Resource timesheet" , Sometime it works...but
sometimes it removes the hrs of other resources & make it all blank with 0
hrs.

This is really agonizing pain for me for every Querter. I have Project
Server 2003 SP2a, with Project Pro SP2 & all latest enviornments service
packs,

Please suggest how to get rid of this problem

I don't know if this is a solution yet but the same (and other data integrity
issues) drove us to upgrade to Project Server 2007 after two years of trying
to find a way to keep 600 project plans in line. We just went prod yesterday
so I can't offer anything as far as accuracy but the fact that you can move
all operational support to activity plans reduce my project plan count from
600+ to less than 100. I think my odds are better at keeping 100 in line.
