Project Server 2007 can't link OneNote Notebook or Section to Task

While viewing the properties of a .ONE file, the user clicks Link
Items and the user does not recieve the expected pop-up window. The
screen appears to refresh, but the window content remains the same.
Could it be that the link function is excludes certain types of files?
