Project Server 2007 OLAP Build Error

We are getting an error on one of our Project servers building the Project
Server 2007 Cubes.
It is running Project Server 2007, Sql2005 and MOSS with all the latest
updates.
There is plenty of disk space and 4GB of RAM (lowest drive free disk space
is 5.5GB).
The Cubes build manually without error in Analysis Services.
However the PWA build Cube option generates this error:
Failed to build the OLAP cubes. Error: Unable to start the process
C:\Program Files\Microsoft Office
Servers\12.0\Bin\ProjectServerOlapCubeGenerator.exe. Error: Not enough
storage is available to complete this operation

Any ideas what could cause this?

Make sure the SSP security account a member of OLAP Admins ?

Is that doesn't work, try adding the SSP security account to the local admin
group. Does the cube build ? If so then you know it's a security permission.

SSP security account is already in the Local Administrators group.
Was working recently without error.
I don't believe there is an Olap Admins group in SQL2005.

Could this be a low RAM issue?
