Project Server 2007 Permissions do not update.

When I try to change a user's permissions to our Project Server, they
successfully apply according to permissions section of the PWA,
however when the user logs into PWA they do not see any of the
projects that they should have access to. It seems to cache the
original permissions somewhere and never updates. We use an AD
resource pool to automatically add users to the Project server. By
default they are given Team Member permissions, which basically just
gives them the ability to log into the server. Has anyone ever seen
or heard of this?

This is my server setup.

Frontend server setup:
Server 2003 SP2 - Fully Patched
Project Server 2007 SP1 - Fully Patched
Sharepoint Server 2007 SP1 - Fully Patched

Dedicated SQL Database server:
Server 2003 SP2 - Fully Patched
SQL Server 2005 - Fully Patched

Project Server and Sharepoint Server are running on the same box
however do not share any DBs.

If I change permissions to a user that has never logged into the
Project server before, they are able to see projects and tasks.
However if they log in with the Standard Team Member permissions, they
are not able to see anything and if I update their permissions, they
never see the changes. I have deleted and readded users to the Project
server, I have had the user log into the Project PWA on different
machines to ensure that it is not cached on their local computers
somehow.

Any Ideas?
