Project Server 2007 production and development server licenses

I want to set up both a production and development server for Project Server
2007. Do I have to purchase duplicate licenses of Project Server and SQL
Server, or can I have both instances under a single license?

Different instances on different machines require their own licenses.
Typically the dev server would be licensed through MSDN.

I wouldn't recommended having a dev and prod instance physically located on
the same machine as there is no way to test hotfixes, conduct load testing
etc.
