Project Server 2007: Team Discussion alerts don't function properl

Though I have the alert set for 'Anything Changes' and I am the Admin and
all. Still the alerts don't trigger when a new item is created or updated.
A workaround for the creation is we open them in 'Closed' status and then
change it to 'Open'. This change of status triggers an email alert to those
subscribed however any subsequent replies to a thread do not generate the
alerts as expected.

Other alerts for Project Documents etc. are working fine. Is anyone aware
of a patch or a solution for this predicament? It is diluting the
collaboration advantage of Project Server in my organization.
