Project Server Admin - Error message

When trying to Admin a new install of PServer 2003 I receive errors on all
the Actions except Manage Windows Sharepoint Services.
I have been able to access these actions before.
I have cleared out cookies, deleted files, rebooted the machine to no avail

Any ideas

The error on the "Server Configuration" action is as follows

Have you tried logging on using the built-in administrator account?

Yes.
I get the same error.
Seems like a complete install again is all that can fix this.
