Project Server and access for users not assigned as resources

I'm working on a project (Project 2003) without resource assignment. We are
essentially utilizing Project as a centralized scheduling/calendar function
(lots of fixed dates unfortunately) with various high level tasks for a
large/long-term project. We are considering Project Server to enable various
role-players (vendors, task managers, etc.) to see the overall project
schedule and report on completion of applicable tasks, including submitting
new tasks and requesting changes.

My question: would one be able to provide resources access to the project
file through project server 2003 without having them assigned as resources to
tasks? Basically, is there a permission module to manage this required user
interaction?

Your feedback on this would be much appreciated.

You can certainly do this with Project Server 2003. The details of how
it will be done will depend on which projects require access by which
groups of users.

If you simply want to set up all users with read only access to all
projects and read / write access to their own projects, this can be
done easily by creating a single group with the appropriate
permissions to two different categories. Use the default categories
"My Organization" which includes all projects and "My Projects" which
includes projects owned by a given resource.
