Project Server authentication - error code 5006

Do you have any input for this situation - PWA authentication does not work
for Administrator account, "Project Server was unable to log in at this
time. Please try again later (5006)"
Single server installation, the computer is configured as a Workgroup
Installs completed successfully - W2K3 Standard; SQL 2000 + SP3 with AS +
SP3; IIS - ASP.Net, SMTP, COM; SharePoint Services; ProjectServer 2003
Accounts: Windows - OlapAdmin, WSSAdmin; SQL - SA, WSSAdmin permissions
security administrator, Database Creator

Error occurs on first login therefore additional accounts cannot be created.
I've tried (1) deleting the ProjectServer and ProjectUser accounts in SQL,
(2) removing the administrator password in ProjectServer
Database\Tables\MSP_Web_Resources.

SharePoint sites (public documents) is functional.
