Project Server cannot merge an enterprise resource account

We have resources that have been removed from Project Server that still show
in PWA. We'd been taught the method to remove them was to merge them into
another 'dummy' account. This worked during testing when we were using
resources we'd manualled entered into the global resource pool In our prod
environment, which was populated from an AD import, when we attempt the merge
we receive the error message 'Project Server cannot merge an enterprise
resource account into another account'

Q1 - Is this really the method we should employ to remove resources from PWA?
Q2 - If so, any ideas on what we can do to resolve this issue?

If you are using Project Server 2003, you can use the Project Server Cleaner
tool to perform a mass deletion of the unwanted resources from the system.
This tool is available at the following URL:

When you run the Project Server Cleaner and delete the resources, the
software performs the following actions:

1. Removes each resource from the Enterprise Resource Pool
2. Remove each resource's user account from PWA
3. Converts each deleted resource to a local resource in every project in
which the resource is a team member

We are using Project 2002 and also getting the same message when we try to
merge resources. Why is this?

You cannot merge user accounts that correspond to enterprise resources in
the Enterprise Resource Pool. The best you can do in Project Server 2002 is
to set the unneeded resources to Inactive. Hope this helps.
