Project Server capabilities

I’am interested to know if MSFT Project Server 2003 can be implemented to
cover the following case:

A government organization needs to control IT multiple project execution,
these project are executed by supply partners (providers). The most important
goals in this control are:

• Project Tracking
Task tracking
• Project Cost
• Control Document Tracking.

The government organization not have resource control, these are controlled
by provider

Using Project Server is possible to take control over the projects?
Is it necessary to assign a Project Server CAL to every resource in
providers projects?, based in the project server concept, “Only who makes the
task is the only one who can updated its progress.â€

Your question is so broad that one can only say yes, it can do that, but it
depends on the exact requirements. Before taking the plunge into the
technology, spending some time with a good Microsoft Project consultant
would be an excellent investment.

Gary is right that you should consult a knowledgeable Project Server
professional to help you determine if and how your exact requirements can be
met.

Controlling and monitoring government contractors is an especially
challenging job, because many contractors are experts at manipulating project
schedules! There are some schedule auditing tools and methods that can help
government agencies in this regard.

As to your question about CALs, the answer depends on how your contractors
manage their resources and reporting, and how many resources actually need to
interact directly with Project Server. It could make economic sense to use
Microsoft's External Connector instead of individual CALs.
