Project Server could not find The Enterprise Resource Pool

One of the PM deleted some projects in project server. Now when anyone tries
to get into project professional we get the error "Project Server could not
find the Enterprise Resource Pool". Any ideas?

What steps did he/she use to delete the projects from Project Server?

He said he just opened project server where it brings up the list of
available projects and then hit the X button for the projects he wanted to
delete. He said it deleted the projects and when he got out and tried to log
back in to Project Server is when he got the error message.
