Project server error tracking does not log errors

We are using Project Server 2003

I installed the Project Server error tracing utility.
Enabled error tracking in both the log file and Event Log
Enabled logging of all events (error, information, success, warning)
Checked that the service is running,

I rebooted the server

I published a project, but don't see any entries in either the text log file
or the Event Log.

Is there anything else I need to do to enable error logging for MSProject
Server 2003? I need the error log to troubleshoot a problem with publishing a
project file.
