Project Server - Group permissions and precedence

When a user is assigned to two or more groups, is access defined by the group
with the greatest amount of access?

For example, the Project Manager group is assigned the ability to Assign
Resource and Build Project Teams in the My Organization category and Assign
Resource to Project Team and Build Team on New Project in the Project
Managers group. A Resource Manager and an Executive is not given these
permissions in My Organization category or their respective groups, but have
been added to the Project Manager group. Will they be able to assign
resources and build project teams by belonging to the Project Manager group?
