Project Server Health Monitor and Email Notifications How?

The Health Tool displays an email error in the errors tab of the Health Tool.

By intent, we have email notifications turned off in Project Server. Does
the Health Monitor tool send threshold failure emails through Project Server?
How do I configure email notifications for only the Monitor Tool, if
possible?

BTW, is the Smoke Test tool a better tool to monitor the status of Project
Server on an ongoing basis such as each morning?

Using MOM is a better way to monitor PS.
