project server missing all tasks

Around 2/25 of this year, someone posted a problem in this group where a
project was publishing to server, but without any tasks. Other symptoms
included spooler errors 80004005. Additional symptoms include Application
Event Log Error events referencing Component PjMsgHlr and Description
<![CDATA[Assert Detected. The error code was also included.]]>. The author
on 2/25 identified a hotfix 838882 which solved their problem. Is that
hotfix applicable in this instance? How do I obtain the hotfix

Additional information: We are running two instances of Project server on
this box, separate database instances.
