Project Server MUI with SQL 2005 backend

Does anyone know if it is possible to install the Japanese MUI to project
server when using SQL 2005 on the backend?

It fails with the following error everytime I try:

Error 25623 Failed to connect to SQL Database (-2147217843 ProjectServer)

I am the administrator and security is not the issue.

Anyone got any ideas?

I forgot to mention that this is Project Server 2003 SP2a with an SQL 2005
backend...
