Project Server SetTracing Tool does not track errors

We are using Project Server 2003.

I installed the SetTracing tool and configured it to log everything (errors,
warning, information, success) in both the text file and the error log.
I set the parameters to 5000.
I checked that the service is running in the background.
I published a project successfully (republish all assignments).
Hower there are no entries in either the text file or error log.

I am trying to troubleshoot a publishing problem with a project and need the
error log information.

Is there anything else I need to do to enable error logging in Project
Server?
