To level resources that are assigned to multiple project schedules (I don't
like the term plan for a schedule), Project requires you to open all project
schedules using the shared resources. This goes against the logic of
centralizing resource management (Project server's purpose). Also, this
becomes complex to know in which project the resources are included. Project
server should run a service that automatically does this (without saving any
changes in other project schedules. of course).
