Project Server Spooler error

I'm new to Project Server...I'm publishing a project to server and recieve
the following Server Spooler error "The Manager cannot create the resource
account (0x8C040017)

I've added the same resources to Project Server that are contained in my
project. Does this have anything to do with the error?

Please help

The error indicates the improper use of local resources in an enterprise
project. You need to replace the local resources in the project with the
enterprise resources you added to the Enterprise Resource Pool using Tools -
Build Team from Enterprise. Hope this helps.

Sometimes a generic resource like "Help Desk" that has not been marked
as generic causes me the same problem.

The workgroup for a local resource must be set to None. You can add the
Workgroup column in the Resource Sheet view, or simply double-click on
individual resources.
