Project Server Spooler Error

Message type:
Publish New and Changed Assignments
Error:
The manager cannot create the resource account (0x8C040017)

My project manager tried to publish his project to the server and it posts
the project as a workgroup project but not published. I changed his
permissions in the admin users view. Still a little blind to what else might
be the problem.

Your message indicates two problems. First of all, because the system shows
the project in question as a Workgroup project, this means that the manager
published a non-enterprise project (probably an .mpp file) to the system.
This is a definite "no no" and you will need to take the following steps to
correct this situation:

1. Log into PWA and click Admin - Clean up Project Server database
2. Select the Workgroup project and then delete both the project and its
SharePoint subweb
3. Click Admin - Server Configuration
4. Select the "Only allow enterprise projects to be published to this
Server" option
5. Click the Save changes button

Now, you will need to instruct your PM to import the project into the
Project Server database using Tools - Enterprise Options - Import Project to
Enterprise. In the Import Projects Wizard, stress to the PM that he must
take his time on the page dealing with resources, and must match each
resource in the project with an enterprise resource in the Enterprise
Resource Pool. Beyond this, take the PM out of the Administrators group.

If the PM in question continues to see the Spooler error, then refer to the
following FAQ:

Hope this helps.
