Project Server Tracing Tool does not log errors

We are using Project Server 2003

I Installed the Project Server SetTracing Tool on the server running
MSProject Server 2003.
I enabled both error logging into the Event Log as well as a text file.
I enabled logging of errors, warning, success and information and set the
value to 5000
I checked that the service "Project Server Tracing Service" is started

I published a project (republish assignments) but don't see any entries
neither in the Event Log nor the text file.

I rebooted the server.

Still no error logging. Is there anything I missed.

I am troubleshooting a problem with publishing a project and need the error
informaiton from the event log to fix the problem.
