Project server URL? pro cannot connect to server

I am trying to publish projects from Pro to the server. I can get to the web
access portions just fine with the url but when I try the url as my "project
server url" and hit 'test connection' i get the message:

-The URL specified is not valid or is not a Project Server.
-Internet explorer is set to work offline.
-the server could not process your request.
-An internal server error occurred.

Like I said, the url i am using works through IE and goes right to web
access login screen. Is this the url i am supposed to be using? Any ideas?

I am using Project Pro and Project Server2003.
The site is https

https://******.*****.navy.mil/ProjectServer is what i used to access the web
access which connects to the web access login screen just fine.

However, when I put that url in as the project URL, it returns the error in
my first post.

Is it possible that port 1433 is blocked when accessing through the FQDN?
