Project Server was unable to log you on at this time. (5006)

I attempt to logon (using windows authentication) and get
the following message:

Project Server was unable to log you on at this time.
Please try again later. (5006)

There is an article for Project server 2002 but the
registry is not the same for 2003 (thus it doesn't
apply). Any ideas?
