Project server web access vs Project Pro

We are currently looking at cost effective ways of using Project. Can any one
tell me the difference in functionality between the web app and the software
version?

In short : You need Project Pro to build the plan.
PWA will be used to track the progress.

Does this basically mean that if I had 10 users, I would need at least 1 copy
of Project Pro to create a project and then the 9 remaining users would be
able to view and edit the project through PWA?

The only "edits" a PWA user can do to a plan is implicit through timesheets
to submit actual time, remaining work and new tasks or assignments. The PM
(who has the Pro license) has to approve the timesheets and then they will be
applied to the plan after the PM hits "Update".
