Project Server: won't process updates

Our Project Server 2002 has stopped processing updates. Anytime someone
tries to publish an update to their projects, we get a series of 3
errors:

#1
----------------------------------
Component: PCSViews
File: ViewsDrop.cls
Line: -1
Error Number: 0x80004005
Description: Error Information: [DBNETLIB][ConnectionOpen (Connect()).]
SQL Server does not exist or access denied.
Additional Information: An error occured processing the following view :-
<ViewsDropData><ProjectData><EntProjectName><![CDATA[BRADs TEAM -
ENTERPRISE DB GROUP PLAN.Published] ]></EntProjectName><EntProjectID>217
</EntProjectID></ProjectData><OrgGuid>projectserver</OrgGuid><ProjectID>
283</ProjectID><BasePath>projectserver</BasePath><TimeStamp>11/17/2003

----------------------------------

#2
----------------------------------
Component: Views Notification Service
File: C:\Proj10\pcportal\source\viewsnotify\ViewNotify.cpp
Line: 205
Error Number: 0x80004005
Description: The views processor failed to process the following
document:

Component: Views Notification Service
File: C:\Proj10\pcportal\source\viewsnotify\ViewNotify.cpp
Line: 200
Error Number: 0x80004005
Description: View schedular received error while scheduling views

Why is this suddenly happening? I don't understand why it would be
saying it's having SQL Server problems. The Project Server can obviously
successfully connect to the database, since people can log into Project
Server, view projects, etc. We just can't publish updates.

Any ideas? Thanks.

Check your spooler. If there is an error then reverse
the error. Unless you do this, all publication will be
stopped.

One other error to check is password verification on the
server. If a password has expired, then the same error
could occur.

We had it once, since there was a security policy active
which demands a reset of passwords after 3 months. So
passwords of some accounts used for services (olapadmin,
stsadmin, ...) where expired.
Hopes this will work.

Thanks for the info. We have no errors in the spooler, and it doesn't
appear that any of the user accounts being used by our Project Server
services have expired or been locked in any way. Are there any user
accounts in particular to check? The only one I'm aware of right off the
bat is the OLAP admin account used by the OLAP services. Any others I
should check?

Also, I spoke more in detail with the actual end users of the system (I
only manage the physical servers and back end items... I don't actually
use the product), and I got this additional problem description from
them: (This is what they told me.)

"When we publish changes/updates to an existing plan or an entirely new
plans to project server, the "Projects" View is not receiving updates.
However, the "My Tasks" view does receive updates. When anyone clicks on
a project in the "Projects" view, there is either no information found or
the updates have not taken place. It appears that there is actually a
separate mechanism for updating the projects view. Can anyone confirm
this theory? Does anyone have a solution to the problem?"

It appears that every time they try to publish in the manner described
above, I see those 3 errors I originally posted in my previous post.

Thanks. I really appreciate your assistance with this! Hopefully we can
get it figured out without making an expensive support call to MS.

Anyone have any ideas on this new information?

Check the settings on this folder:

<drive>\program files\microsoft project server\bin\viewdrop

Make sure that the IUSR account has full control
Make sure that all authenticated users have full control
Make sure that everyone has read/write/change
