Project Server working calendar permissions

Can anyone tell me where to find the permissions to change base and resource calendars in project server (as an administator) What I need to know specifically in Project Server can these permissions be modified? If yes, I want to be able to change permission to modify or use local base calendars.

any help or suggestions would be appreciated.

Have you tried, in PWA :

Admin / Manage enterprise features / Allow project to use local base
calendar
