Is there a general understanding (rule of thumb) about a typical organization
size (number of employees?) that should look at deploying Project Server
instead of leveraging Project Professional's capabilities.

Appreciate any insight and wisdom.

I would say that the issue isn't the organization's size specifically. I
would say that the issue really is the usage that you desire. Going to
Server gives you the ability to have widespread dissemination of information.
I think of this with the perspective something like this: Professional is
to build and use a schedule. Server is to have an Enterprise solution with
interaction from more users than merely the person that builds the schedule.
